CDRM & CDS - Application for Deputy Director

Risk Management and Community Development Studies (CDRM&CDS) is a
department of HKBP Nommensen University. The CDRM&CDS has developed 6 years
strategy (2009 – 2014) and 3 years project (2009 – 2011) to work with various
communities of North and West Sumatera and building capacity of LWF churches in
Indinesia for development activities. CDRM&CDS is in process of affiliating
with Lutheran World Federation/Department of World Service based in Geneva as an
associate program member. Locally, CDRM&CDS is supported by Lutheran
Churches of Indonesia and their diaconal departments.
CDRM&CDS is located in
Simalingkar, Medan. The programs are focused on disaster risk management and
capacity building of the communities. The CDRM&CDS has 4 field projects:
Simalingkar, Nias, Pakpak (North Sumatera) and Mentawai (West Sumatera).
CDRM&CDS is seeking to recruit Deputy Director.
Responsibilities:

Deputy
Director will assist Executive Director in all sphere of CDRM&CDS. This
position is considered to be a successor of the Executive Director. Following
are the specific responsibilities:
· Assists Executive
Director to lead the strategic planning process
· Ensures the
planning, implementation, monitoring and evaluation of the overall program and
individual field projects as outlined in the strategic planning documents
· Supports Management
Team in a participatory fashion
· Takes gradually
increased responsibility for all matters involving policy or proposed program
budgets
· Takes gradually
increased responsibility in ensuring monthly, quarterly, annual and any other
reports are of good quality, accurate, representative and timely.
· Actively involves in
continuous monitoring the program so as to identify areas where program
performance can be improved by giving feedback to program manager as well as
field coordinators
· Assists Executive
Director in making proposals to the donors for any changes in the program,
including new opportunities for service, program changes to better meet need's
and possible scaling-down or handing-over/termination of existing projects.
· Takes gradually
increased responsibility in ensuring program goals and objectives are met in a
manner that is accountable to the people served and the donors.
· Assists Executive Director
to ensures that quality reports are submitted on time to the requisite partners
· Takes gradually
increased responsibility for the supervision, implementation and administration
of the program in accordance with policies and procedures as stipulated in the
policies and manuals.
· Makes sure any
agreements between CDRM & CDS and the government, churches and any other
stake holders in Indonesia are kept up to date and pertinent to the
organizations needs and mission;
· Assists Executive
Director in taking responsibility for ensuring that program policies are
compatible with the expectations of the donors.
· Advises Executive
Director in accordance with the strategic plan, to approve an appropriate
staffing structure to effectively implement the vision, mission, goals and
objectives of the Center.
· Takes full
responsibility to ensure that new staff are provided with a thorough
orientation to the program, and the project to which they are assigned. This
part is done through program manager, finance/admin and HR manager and all
field coordinators.
· Assists Executive
Director for monitoring that all personnel policies adhere to local labor laws
and that all staff are protected by and adhere to the personnel policies and
codes of conduct.
· Takes gradually
increased role of engagement in negotiations with UN agencies, EU regional
offices and other potential new funding sources in order to maximize fund
raising.
· Assists Executive
Director for monitoring that finance and admin staff adhere to regulations
concerning staff-related matters such as cash advances, termination procedures,
etc. in accordance with policies,
regulations and manuals.
· Assists Executive
Director in ensuring that the financial transactions are conducted in
accordance with the relevant CDRM & CDS priorities and procedures, and
international accountability standards
· Assists Executive
Director in dealing with any financial or administrative policy abuses and
taking appropriate actions according to financial policies and international
standards..
· Creates resource
mobilization strategies in order to sustain the CDRM & CDS program locally
and internationally.
· Contributes in
providing guidance to the management team in fundraising initiatives and keeps
good relations with all donors.
· Initiates local
fundraising where possible with such organizations as LWF Related Agencies,
Churches, ACT, EU, ECHO, UNDP, WFP, WB, ADB, Companies and others
· Advises Executive
Director in producing appropriate communication strategies and follows up on
their implementation.

Level
of Responsibility & Authority:
This is an executive management position. Gradually it
has to take full responsibility of direct supervisory responsibility for the
program manager and finance/admin and HR manager.
Requirements:
Technical skills & Experiences:
· At least 5 years of
experience in a senior position in community development, management and/or
emergency work.
· Strong leadership
skills, interpersonal skills and human resource development and financial
management ability.
· Demonstrated
leadership and program development abilities and strategic thinking.
· Knowledge in
participatory, rights-based community development or willingness to learn.
· Fluent spoken and
written English language skills and computer literacy.

Desirable qualifications:
· Formal qualifications
in disaster management, or social and development studies are desirable
(Master’s degree)
· Willingness to
travel to remote project areas.
· Cultural
sensitivity, team spirit and a can-do attitude of service.
· Embraces the vision,
mission, and values of the CDRM & CDS and is committed to work words
meeting its goals and objectives.
· Interest and
commitment to work with the poorest communities to empower them.
